This looks like a case happened in China. Two girls are fighting each another on the street in front of public, and they are fighting so fierce until one of them has her jeans down.

They're probably fighting over a man and the one girl wanted to make the other girl look like a whore. That's what comes to mind first for me.
according to that taxi this should happened in Beijing of China
seen it before, it was reported that the girl has a psychiatric problem. disinhibition due to schizophrenia perhaps.
